Code Signing Certificate Comparison

Compare validation types, publisher identity, key protection, platform requirements and total cost before you commit to a code signing product. The key is to compare products that solve the same problem, rather than treating every certificate as interchangeable.

Prices and product features vary by provider, country, term and signing setup. Confirm the live product terms before ordering.

Compare code signing certificate types

Validation labels describe how a certificate authority checks the subscriber. They do not, by themselves, tell you every product condition, supported signing workflow or key-storage method. The table below describes common product categories; availability and exact requirements depend on the issuing provider and applicable rules.

Common fitPersonal software and toolsCommercial applications released under a company nameWorkflows with explicit EV or driver-signing requirementsEligible individual publisher who needs the specific EV offerQualifying open source software where the offer is available

“IV” and “sole proprietor EV” are not universal product labels across every certificate authority. Treat them as provider-specific categories, and read the product's current eligibility terms.

Important: A certificate validates a publisher identity and helps verify that signed content has not changed. It does not certify that software is safe, bug-free or free from malicious behavior.

Individual vs organization code signing

The practical difference is the subscriber identity that the provider can validate and that supported software interfaces may show to users. Choose based on the publisher identity you need to establish, not simply on whether you work alone or with a team.

Individual identity

Personal publisher

An individual product is intended to validate a person's identity. Depending on the certificate and signing platform, the signed file's signature details can identify the individual publisher. This can suit a solo developer, freelancer or maintainer who distributes software under their own name.

Review the provider's identity evidence, accepted country documents, name display, renewal process and whether the product is IV or a specific individual EV offering. Do not assume every provider sells the same individual product.

Compare certificates issued to individuals and read about Individual Validation.

Organization identity

Legal entity

Organization products validate an eligible legal entity and use its verified name in the certificate. They are often appropriate when customers, procurement teams or software distribution processes need the company to be identifiable as publisher.

Applicants should check the required registration records, address and phone verification, authority of the requester, and whether the issuing provider accepts the organization's jurisdiction and entity type.

Review OV requirements and review EV requirements.

Do not infer eligibility from a business label. A freelancer, sole proprietor, partnership or newly formed company may be treated differently by different providers. Check the named product's written eligibility rules before comparing price.

OV vs EV code signing certificates

OV and EV both establish a validated publisher identity, but they use different validation rules and can have different key protection and workflow requirements. EV is relevant when a platform, driver signing route or internal policy explicitly requires it. It should not be purchased on the assumption that it guarantees better SmartScreen reputation.

Best comparison questionDoes OV meet the platform, identity and policy requirements? Is EV specifically needed for the signing workflow or assurance policy?

Before buying EV for a Windows driver, identify the exact release path, such as Hardware Dev Center submission or attestation signing, and verify the current Microsoft rules for that path. Certificate labels alone do not replace a platform requirement check.

See EV certificate requirements or compare OV requirements in detail.

Individual Validation vs sole proprietor EV

These labels describe different things. IV generally refers to an individual identity validation category. Sole proprietor EV is a specific product type offered by some providers that applies EV validation to an eligible individual or sole proprietor. Do not assume every CA offers it or that an IV certificate automatically meets EV-specific requirements.

QuestionIV productSole proprietor EV product
Who is validated? An individual under the provider's IV processAn individual or sole proprietor under the product's EV process
Must a registered company exist?Usually designed for an individual applicant; verify the product's termsSome dedicated offers state that a registered business entity is not required; eligibility still needs provider approval

When to compare itWhen a personal certificate fits the signing target and workflowWhen an eligible individual needs an EV-specific capability

For a concrete example, SSL.com lists IV and EV Sole Proprietor Code Signing as separate products. Its published price and terms are provider-specific and should not be treated as a universal industry price or universal eligibility rule. See the SSL.com code signing product family and the dedicated sole proprietor EV guide.

Compare certificates by platform and artifact

Start with what you are signing and the platform's trust model. A certificate that signs a Windows installer is not automatically a replacement for Apple's developer signing identity or Android's app signing process.

Platform or artifactWhat to investigateCommon tools or ecosystemImportant distinction

For platform-specific guidance, see the Windows code signing guide, PowerShell signing guide, Java code signing guide and macOS signing guide.

Hardware token vs HSM vs cloud signing

These are key management and signing infrastructure choices, not certificate validation levels. The right comparison considers where the private key is generated and held, who can authorize signatures, and how the signing operation fits into your release process.

Hardware token

A portable physical device stores the private key and performs cryptographic operations through supported software.

  • Can suit low-volume or developer-led signing
  • Requires device custody, PIN controls and compatible tooling
  • Can complicate unattended CI/CD if interactive access is required
  • Check shipping, replacement and certificate installation terms

HSM

A hardware security module protects keys in dedicated or managed hardware and can support centralized signing controls.

  • Can support team governance and controlled access
  • May require administration, policy setup and key attestation
  • Self-managed infrastructure can carry setup and operating costs
  • Confirm the CA accepts the exact HSM and key generation method

Cloud signing

A managed signing service exposes an authenticated signing workflow while key protection is handled by the service's supported infrastructure.

  • Can integrate with CI/CD using APIs, clients or service connectors
  • Usually adds a subscription or usage tier
  • Requires access controls, credential management and audit review
  • Check artifact support, signing limits and provider lock-in
Before choosing: confirm the certificate provider's accepted key storage methods and whether the specific product can be issued into your intended token, HSM or cloud service. A generic cloud or HSM capability does not prove every certificate product supports it.

More detail: cloud code signing and HSM code signing.

Compare signing capabilities, not just certificate labels

A certificate is one part of a signing workflow. Compatibility also depends on the artifact format, signing utility, cryptographic provider, timestamp service, operating system, CI/CD runner and the provider's implementation.

Artifact support

What files can you sign?

Confirm the file formats and signing tools used by your release pipeline. Authenticode, JAR signing, Apple code signing and Android app signing have different tooling and trust models. A provider's marketing phrase such as “code signing” should not be read as a promise that every platform is supported.

Timestamping

Will signatures remain verifiable?

Timestamping records that a signature existed at a particular time. When supported and correctly applied, it can help validate a signature after the signing certificate expires. Verify timestamp server availability, algorithms and tool configuration for your artifact type.

Automation

Can the pipeline sign unattended?

Check API availability, CI/CD integrations, authentication, signing quotas, audit logs, concurrency and secret management. A USB token can be appropriate for manual signing but may not fit a fully unattended runner without a supported architecture.

Lifecycle

What happens at renewal or compromise?

Compare renewal lead time, rekey and reissue policy, revocation process, certificate expiry handling, timestamp behavior and how quickly a team can stop a compromised signing identity from being used.

Treat tool compatibility, API access and service limits as product-level facts to verify on the provider's current documentation. They are not guaranteed by IV, OV or EV labels alone.

Taxes, token shipping, cloud signing, HSM attestation, expedited validation and regional availability can change the payable total. Where a current official product price could not be confirmed from the provider's public product page, the table says so instead of estimating it.

Compare the same basis. When one provider advertises a five-year annualized rate and another lists a one-year price, they are not directly equivalent. Compare total payable amount, usable certificate period, included key storage, subscription fees and renewal conditions. Compare options by development and distribution needs

Use cases narrow the requirements, but they do not replace product eligibility or platform checks. The scenarios below identify the questions to resolve before choosing.

Independent Windows developer

Decide whether the publisher should be identified by a personal name or an organization. Check the target Windows artifact, Authenticode tooling, token or cloud access and the expected release frequency.

Investigate: individual product eligibility, name display, timestamping, total annual cost and whether signing must run unattended.

Registered software company

Start with the legal entity that customers expect to see as publisher. Check registration evidence, authorized requester requirements and whether a standard OV product meets your distribution and procurement requirements.

Investigate: company name consistency, country availability, storage method, reissue rules, renewal lead time and internal approval requirements.

Enterprise release team

Evaluate signing as a controlled release operation, not only as a certificate purchase. Separate build permissions from signing permissions and define who can approve a release.

Investigate: HSM or managed cloud options, role-based access, audit records, credential lifecycle, recovery, revocation response and signing quotas.

Open source maintainer

Check whether a dedicated open source offer is currently available and whether the project and applicant qualify. A discounted or sponsored product may have different terms from a general commercial certificate.

Investigate: project eligibility, identity displayed, renewal continuity, artifact support and what happens if maintainer ownership changes.

Team signing builds in CI/CD

Map the signing step to the pipeline runner, build artifacts, release approvals and secrets system. A certificate alone does not provide an API or a safe automated signing architecture.

Investigate: cloud signing API or supported HSM integration, authentication, signing limits, audit trail, concurrency, network restrictions and monthly usage fees.

Code signing certificate comparison FAQs

What is the difference between OV and EV code signing?

OV validates an eligible organization under the applicable organization validation process. EV uses a more extensive validation process and has specific key protection requirements. EV can be necessary for particular workflows, including some driver signing routes, but it does not guarantee fewer SmartScreen warnings. Confirm the current platform requirements and provider storage options.

Is IV the same as an individual code signing certificate?

Not necessarily. “Individual code signing certificate” is a broad description of a certificate issued to an individual. IV is a specific validation category used by some providers. Compare the named product's identity checks, eligibility, certificate contents and platform behavior rather than assuming the labels are interchangeable.

Can a sole proprietor obtain EV code signing?

Some providers offer a dedicated sole proprietor EV product, while others may require an eligible legal organization. Eligibility and documentation are product-specific. Check whether the provider accepts your business structure and jurisdiction, and whether the certificate identifies you personally or an organization.

Do all code signing certificates support Windows software?

Many public code signing products are used to sign Windows software, but you should confirm the product, signing tool, artifact and current key protection requirements. Driver signing can have additional Microsoft requirements. Do not assume that a product suitable for an installer also satisfies every kernel-mode driver workflow.

Is cloud signing the same as an HSM?

No. An HSM is hardware designed to protect cryptographic keys and perform operations. Cloud signing is a service model for requesting signatures, and it may use an HSM behind the service. Compare key custody, authentication, audit logs, APIs, signing quotas, service fees and the provider's supported certificate products.

Does EV guarantee fewer SmartScreen warnings?

No. EV does not guarantee that Windows SmartScreen will stop warning about a download or immediately trust new software. Reputation signals and Microsoft's systems affect the result. Treat publisher validation and SmartScreen reputation as separate issues.

Are cheaper code signing certificates less secure?

Price alone does not establish security. Compare the validation process, compliant private key storage, supported algorithms, issuance controls, revocation procedures and operational safeguards. A low advertised price may also exclude a token, cloud signing subscription, shipping or other required costs, so compare the full configuration.

What should be compared besides price?

Compare subscriber eligibility, identity displayed, artifact compatibility, platform-specific requirements, key storage, signing tools, timestamping, automation support, renewal and reissue terms, revocation response, service limits and total cost. Also verify that the provider currently offers the exact product in your country.
